A healthy residence, however expensive, is necessary to me in consequence of being debarred the privilege and advantage enjoyed by other Heads of Government Departments of living at Victoria Peak during the trying summer months in the sanitariums supplied by Government. Nor am I able to take vacations or leave at frequent intervals as is done by other members of the service.
